In ITALY, many residential buildings are not served by public sewage, particularly country houses, which can hardly benefit from connection to the sewage network and must independently provide for the construction of a legally compliant treatment plant that properly treats wastewater.
By law, users not connected to sewage systems must be authorized by the competent authority and equipped with an appropriate treatment system. However, often regulations are not uniformly implemented throughout Italy, and to date, a large part of the users are still non-compliant.
It is the Municipalities along with the ASL that monitor the territory regarding these regulations and implement enforcement measures through municipal police commands where they find “discharges,” or anomalous situations that do not comply with the laws.
All discharges of domestic wastewater that do not reach public sewage must be authorized, with a formal act issued pursuant to Article 124 of Legislative Decree No. 152/2006 and subsequent amendments.
The owner, through their technician, must submit the application for discharge authorization to the municipality. This application, in addition to being accompanied by drawings and technical reports, must also contain a Report prepared by a geologist who must assess the nature of the land where the wastewater is intended to be discharged.
